Why Billionaires Are Moving to Puerto Rico

Why entrepreneurs, investors and family offices are relocating to Puerto Rico under Act 60, and why so many of them choose Dorado Beach.

Wealthy investors are moving to Puerto Rico for three reasons that rarely appear together anywhere else: the Act 60 tax incentives, a year-round oceanfront life, and the fact that all of it sits inside the U.S. legal and financial system. Over the past decade the island has gone from a vacation destination to a relocation hub for founders, hedge fund managers, venture investors and family offices, and a disproportionate share of them end up in one place: Dorado Beach.

We have spent twenty years selling homes in Dorado, Condado and Guaynabo, and we have watched this migration from the closing table. This is what is actually driving it, what these buyers look for, and why Dorado Beach keeps winning.

The reason nobody says out loud first

Lifestyle is what people talk about at dinner. Act 60 is what brought them to the island. Puerto Rico Act 60 is the tax incentive program designed to attract entrepreneurs and investors, and for qualified residents it has meant 0% tax on capital gains generated after becoming a resident, significantly reduced rates on certain income streams, and the ability to operate inside the U.S. financial and legal system while doing it. For an investor managing a large portfolio, that combination creates long-term tax efficiency that is hard to replicate in any other U.S. jurisdiction. It is also why searches for “Act 60 Puerto Rico relocation” have grown so sharply in recent years.

One update matters for anyone reading this in 2026: the program is changing. Applications filed on or before December 31, 2026 remain under the framework applicable to that group; applications on or after January 1, 2027 are generally subject to a 4% preferential rate rather than 0%. The details are on our Puerto Rico Tax Incentives (Act 60) page, and the decision itself belongs with your CPA and attorney. Our job is the house.

Why they stay

Tax structure explains the move. It does not explain why so few of these families leave. Puerto Rico offers a year-round tropical climate, oceanfront living, direct connectivity to the mainland United States, private aviation access and, increasingly, a real community of entrepreneurs and investors who arrived the same way. For many families it is the rare case where the financial strategy and the quality of life point in the same direction.

Part of what holds them is what has opened around them. We set out the Michelin Key recognition at both resorts, and what closed there in 2026, in Michelin Key Puerto Rico: Dorado Beach and Bahía Beach.

Why Dorado Beach, specifically

Among all the places a relocating family could choose on the island, Dorado Beach has become the most desirable, and the reason is older than Act 60. The community was originally developed by Laurance Rockefeller with a philosophy of environmental preservation and low-density luxury development, and that decision still defines it. Today it includes several distinct neighborhoods: Dorado Beach East, Plantation Village, West Beach, The Isles and The Enclave.

What they share is what our buyers ask for in the first phone call: privacy and security, oceanfront estates and golf villas, access to the Ritz-Carlton Reserve Dorado Beach, and a short drive to San Juan. If you want to compare it with the other communities relocation families consider, our Dorado real estate guide and the Act 60 relocation guide go community by community.

The Ritz-Carlton Reserve effect

The opening of the Ritz-Carlton Reserve Dorado Beach elevated the community to a new level of global recognition. Unlike a traditional Ritz-Carlton hotel, the Reserve collection exists only in a handful of destinations worldwide, and that scarcity travels with the address. It attracted a new wave of residents: technology founders, venture capital investors, hedge fund managers and family offices relocating under Act 60.

What the Reserve name actually covers for a residence, and what it does not, is set out in our Ritz-Carlton Reserve Residences buyer’s guide.

A market defined by what is not for sale

The Dorado Beach real estate market is characterized by one factor above every other: limited inventory. Because the community was intentionally designed with low-density planning, only a small number of properties become available each year, and a meaningful share of them trade privately before they ever reach the MLS. That scarcity continues to drive strong demand for Dorado Beach luxury homes, and it is the practical reason to work with a broker who is active inside the community rather than one who watches it from a portal.

The Enclave is where that scarcity is most visible, and it is not the right address for every buyer. We set out who it suits and who it does not in why buyers choose The Enclave at Dorado Beach.

Buyers often ask us whether Puerto Rico remains a strong real estate investment in the coming years. We answered that in full here: Is Puerto Rico still a good real estate investment in 2026?

A strategic base, not just a beautiful one

For many of the investors we work with, relocating to Puerto Rico is not simply a lifestyle decision. It is a decision to position themselves strategically within the Americas: U.S. legal and financial systems, proximity to the major financial centers, tax advantages under Act 60 and a rapidly growing community of entrepreneurs. Put together, those factors have made Puerto Rico one of the most interesting stories in global wealth migration.

Where do billionaires live in Puerto Rico?

Inside the Dorado Beach gates, more than anywhere else, and the closed record shows the concentration. Twenty-seven homes closed inside those gates in the twelve months to 7 October 2026, at a median of $4,650,000 and $1,270 per square foot, with the top sale at $13,000,000 in Dorado Country Estates. Across the island, roughly eight of every ten closings above a million dollars happen in just five municipalities, and Dorado leads them. What draws them is not only the Ritz-Carlton Reserve and the two Robert Trent Jones courses: it is TASIS Dorado and Dorado Academy, and an airport run of about twenty-five minutes.

What does it cost to live in Dorado Beach?

Entry inside the gates starts well below the headline numbers people quote. The twenty-seven closings in the last twelve months ran from $650,000 at Ocean Villas up to $13,000,000, with Plantation Village trading in the twos and threes and Dorado Beach East at a median of $4,750,000. The rate per square foot spans from $563 to $3,110 inside the same gate, which is why a single Dorado Beach price tells you nothing useful.
