According to the developer, the corridor between Garden Hills and San Patricio has not seen a new residential building in more than 25 years. In September 2026, RioBlanco Capital announced The Legacy: 44 residences on Luis Vigoreaux Avenue, a $45 million investment, prices from $1.2 million. This article sets out what was announced, what the numbers mean for a buyer comparing it with resale, and what it changes, and does not change, for owners in Garden Hills, San Patricio and the neighborhoods around them.
What was announced
The facts below come from the developer's announcement as reported by Arte y Real Estate (September 15, 2026), The Weekly Journal (September 16, 2026) and El Nuevo Día (September 18, 2026).
- Developer: RioBlanco Capital, marking ten years on the island in 2026. Its previous projects include Le Parc in Puerta de Tierra and The ICON in Condado.
- Location: Luis Vigoreaux Avenue, between Garden Hills and San Patricio, near the Martínez Nadal Expressway, Highway 2, San Patricio Plaza and the Hato Rey financial district.
- Building: seven stories, 44 residences, $45 million investment.
- Two-bedroom residences (floors 2 to 6): 1,467 square feet, 2.5 bathrooms, private balcony, two parking spaces. From $1,200,000.
- Four three-bedroom penthouses (floor 7): 2,934 square feet, 3.5 bathrooms, two balconies, three parking spaces. From $2,950,000.
- Amenities: pool and jacuzzi, fitness center with Technogym equipment, activities room, landscaped areas, concierge, 24-hour security, bicycle storage, 19 visitor parking spaces, a mail room, and an electric-vehicle charger in one of each residence's parking spaces.
- Infrastructure: backup generator and cistern serving the entire property.
- Design and finishes: architecture by Jota Arkitekts, the firm behind Ocean Five in Condado; open-plan living and dining, kitchens with Molteni & C cabinetry, floor-to-ceiling impact-rated sliding doors, and in every residence a laundry room, pantry and an independent air-conditioning mechanical room.
- Approvals: the developer states the project has DACO (Department of Consumer Affairs) approval.
Two numbers the announcement does not state but that follow directly from it: $1,200,000 over 1,467 square feet is about $818 per square foot; $2,950,000 over 2,934 square feet is about $1,005 per square foot. Both are calculations on list price and area as published by the developer. Nothing at The Legacy has closed yet.
What $818 per square foot means, in context
The useful comparison is not with Guaynabo's houses, which are a different product, but with the other new-construction condominium markets on the island and with what actually closed in 2026.
Reference | Price per sq ft | Source |
|---|---|---|
The Legacy, two-bedroom (list) | ~$818 | developer, Sept. 2026 |
The Legacy, penthouse (list) | ~$1,005 | developer, Sept. 2026 |
Condado, all 60 closed sales in 2026 (median) | ~$630 | |
Dorado, $1M+ segment, closed 2026 (median) | $834 | |
Plantation Village, Dorado Beach, closed 2025–2026 (median) | $1,326 |
Read that way, The Legacy is asking Dorado-resort money for a Guaynabo address. That is not a criticism; it is the developer's position, and it comes from the developer that built The ICON in Condado. Whether the market accepts it will be visible in the first closings, not in the brochure. Until then, the honest statement is that the corridor now has a published new-construction condominium benchmark for the first time in decades, and every buyer who tours a resale in the area will have that number in mind.
If you are a buyer: new construction versus resale in Guaynabo
Guaynabo's luxury inventory is mostly single-family homes in gated communities: Garden Hills, Torrimar, Santa María, La Villa de Torrimar, Montecielo. One clarification matters here, because the headline number gets repeated without it. Sereno by Hage, at PR-199 and Palma Real Avenue, is also new construction in Guaynabo: a Brito Development community of about 50 two-story homes of roughly 4,750 to 5,000 square feet, four bedrooms and four and a half baths, on lots from 600 to 2,400 square meters, with first deliveries announced for mid-2026. Its first phase sold out in 2024 at $1.9 million to $3.5 million, all to local buyers according to the developer, and the Puerto Rico Builders Association lists the current phase from $1,899,000. The Legacy is the first new condominium in the Garden Hills–San Patricio corridor, not the first new construction in the municipality. Same town, different product, different buyer.
The arithmetic is worth seeing side by side. Sereno's published range works out to roughly $400 to $740 per square foot for a house with its own lot; The Legacy asks about $818 per square foot for a 1,467-square-foot apartment. Both are list prices, not closed sales. A 1,467-square-foot residence does not compete with a 4,750-square-foot house; The Legacy is for the buyer who wants to stay in the neighborhood, near San Patricio and the expressway, without a house or a lot to maintain, and who will pay for new, for a generator and cistern already installed, and for a concierge.
The developer describes the same buyer. Gabriel Jiménez, co-founder and Principal of RioBlanco Capital, told Arte y Real Estate that the project answers families who wanted to stay in the community where they have lived or grown up but had to leave the area to find new construction, and points to residents of Garden Hills, Torrimar and Caparra looking for a more manageable home with less maintenance, young professionals working in the metro area, and people returning to Puerto Rico who want to come back to the neighborhood they grew up in.
Three things to weigh before reserving on plan:
- The premium is for "new" and for infrastructure. A resale house in the area without backup power will need generator, solar or storage work to match what The Legacy includes, and buyers now discount for that. Price that into any resale comparison. Our new construction vs. resale guide goes through the arithmetic.
- Pre-construction has its own risks. Delivery date, what happens to the deposit, finish specifications, the HOA budget that has not been tested, and rental rules that have not been written. We listed what to verify in pre-construction risk in Puerto Rico. One item on that list is already answered: the developer states the project has DACO approval, which is the first thing to confirm on any pre-construction purchase in Puerto Rico.
- Two parking spaces and 1,467 square feet is a specific life. It suits a couple or a professional, and Act 60 relocation buyers who want Guaynabo's schools and Hato Rey within fifteen minutes. It does not suit a family with three children. For daily life in the municipality, see living in Guaynabo in 2026.
If you own in Garden Hills or San Patricio: what changes and what does not
What changes. For the first time in decades there is a public new-construction price in your immediate area, and it is high. That helps owners in one way: it anchors buyer expectations upward. It hurts in another: a buyer comparing your house with a new apartment that includes generator, cistern and concierge will ask what your home offers instead, and if the answer does not include backup power, that is the first discount they will request.
What does not change. A list price on plan is not a closed sale. The market pays for what closed, not for what was asked, and nothing at The Legacy has closed. Your comparable remains the last house that sold in your urbanización, adjusted for condition and lot, not the new building three streets away. Sellers who price a house off a condo's list price will sit on the market; we wrote about this pattern in selling a home in Guaynabo.
If you are thinking of selling in the next twelve months, the practical move is to know today what your street actually closed at, before the new project becomes everyone's reference. Send us the name of your urbanización and we will tell you whether we have the most recent closed sale.
Why this matters beyond one building
The Garden Hills–San Patricio corridor has been a resale-only market for a generation. A developer with a completed track record in Condado choosing Luis Vigoreaux Avenue is a statement about demand from buyers who want the municipality but not a house. If The Legacy sells through at or near its list, expect other parcels between Garden Hills and San Patricio to be revalued as development sites. If it does not, the resale houses that already include what The Legacy promises will be the ones that benefit.
Either way, the information that decides which of those happens is closed-sale data, and we publish ours. Guaynabo is one of the four markets in our 2026 Puerto Rico luxury buyer's guide, and the Guaynabo community guide covers the gated communities one by one.
Frequently asked questions
Where exactly is The Legacy? On Luis Vigoreaux Avenue in Guaynabo, between Garden Hills and San Patricio, close to San Patricio Plaza and the Martínez Nadal Expressway.
How much do the residences cost? Two-bedroom residences of 1,467 square feet from $1,200,000, and the four three-bedroom penthouses of 2,934 square feet from $2,950,000, per the developer's September 2026 announcement. That is roughly $818 and $1,005 per square foot on list price.
Does the building have backup power and water? Yes. The developer states a backup generator and a cistern serving the entire property.
Is $818 per square foot expensive for Guaynabo? There is no prior new-construction condominium benchmark in the Garden Hills–San Patricio corridor to compare it with. Against 2026 closed sales elsewhere, it sits above Condado's overall median (~$630) and close to Dorado's $1M+ segment ($834). Within Guaynabo, Sereno's new houses were priced from $1.9 million to $3.5 million, roughly $400 to $740 per square foot, though that figure includes land.
Isn't Sereno new construction in Guaynabo as well? Yes. Sereno by Hage, developed by Brito Development at PR-199 and Palma Real Avenue, is a community of about 50 newly built homes; its first phase sold out in 2024 from $1.9 million, and first deliveries were announced for mid-2026. The 25-year claim applies to the Garden Hills–San Patricio corridor specifically, and to condominium construction. Guaynabo now has two new-construction options at once, serving different buyers: a house with land, or a low-maintenance residence inside the urban corridor.
Should I wait for The Legacy before buying a house in Guaynabo? Only if an apartment is what you want. A house in Garden Hills or Torrimar and a 1,467-square-foot residence at The Legacy are different products for different buyers. What The Legacy does change is the value of backup power in any resale: homes that already have it are now easier to price.
